It would take at least 800 buses to bring that many people into the state, which would involve dozens of bus companies. Then he would have had to distribute the 40k fake voters to precincts all over the state, and provide them with convincing identification to meet the state's strict requirements -- and do the whole thing without a single person noticing or leaking.
